From co-production to value co-creation: NGOs as catalysts of cyclical public value in rural China
Abstract
This study explores how NGOs facilitate the transition from co-production to value co-creation in rural ecological governance through a case study of the Guanba River Basin, China. Drawing on qualitative evidence and social network analysis, it reveals that NGOs’ front-loaded participation in problem framing, planning, and rule formation creates institutional and relational foundations for collaborative governance. Beyond boundary-spanning roles, NGOs function as institutional intermediaries that reshape governance arrangements and enhance local capacity. Value co-creation emerges through institutional embeddedness, actor absorption, and adaptive governance within a recursive ecosystem. This study provides an institutionally grounded explanation of how externally facilitated co-production evolves into locally sustained value co-creation.

本研究通过对中国关坝河流域的案例研究,探讨非政府组织如何促进农村生态治理中从共同生产向价值共创的转变。基于定性证据和社会网络分析,研究揭示,非政府组织在问题界定、规划和规则形成中的前置参与为协作治理创造了制度性和关系性基础。除了跨界角色之外,非政府组织还作为制度中介,重塑治理安排并增强地方能力。价值共创在递归生态系统中通过制度嵌入、行动者吸纳和适应性治理而出现。本研究提供了一种基于制度的解释,说明外部促成的共同生产如何演变为地方持续的价值共创。
