Can cooperation between a city and a region lead to a robust solution during a polycrisis? – the case of Czechia
Abstract
The goal of this article is to explore whether municipal and regional cooperation can provide robust governance solutions during a polycrisis. The methodology of the article is based on a single-country case study from Czechia. The case study focuses on coping with the COVID-19 pandemic and the refugee crisis resulting from the war in Ukraine. We demonstrate how cooperation between a city and a region contributed to robust solutions and improved the lives of local communities. Although municipal and regional cooperation can potentially create significant positive effects that align with the definition of robust governance, this potential is not fully realized in Czechia. The main reasons for this untapped potential are failures of the central government, a lack of leadership and strategic focus, and the absence of formalized learning.

摘要
本文旨在探讨在多重危机期间,市镇与区域合作能否提供稳健的治理解决方案。文章的方法论基于捷克的一项单国案例研究。该案例研究聚焦于应对COVID-19大流行以及乌克兰战争引发的难民危机。我们展示了一个城市与一个区域之间的合作如何促成稳健的解决方案并改善当地社区的生活。尽管市镇与区域合作有可能产生符合稳健治理定义的显著积极效应,但在捷克,这一潜力并未得到充分发挥。造成这一潜力未得到充分利用的主要原因包括中央政府的失灵、领导力与战略重心的缺失,以及缺乏制度化的学习。
