Should we stay or should we go? Implications of trust in the municipality for second-generation migrants’ behavioural intentions towards the municipality
Abstract
Public and political debate increasingly problematizes the relationship between second-generation migrants and public authorities, yet little is known about how they evaluate local government. This study examines behavioural intentions towards municipalities – exit, voice, loyalty and neglect – and assesses how trust, local identification and discrimination shape these responses. Using survey data from second-generation migrants in Dutch municipalities, we find loyalty predominates, while trust, local identification and discrimination shape these orientations towards local government. These findings highlight the central role of trust and inclusion in shaping citizen–state relations and demonstrate the value of integrating migrant-centred perspectives into public administration research.
