Understanding red tape perceptions of street-level bureaucrats: a multilevel cross-country analysis

Abstract

Despite extensive research on red tape’s negative consequences, its antecedents remain underexplored. Building on the psychological process model, this article investigates antecedents of street-level bureaucrats’ red tape perceptions across the micro, meso, and macro levels. Using a dataset of 90,480 teachers across 44 countries, results show that antecedents across all levels relate to teachers’ red tape perceptions. Specifically, red tape perceptions are weaker among teachers having a growth mindset, working in schools with a wide span of control, and living in low uncertainty avoidance and individualism cultures. Across these antecedents, the cultural contexts are particularly important.

摘要

尽管关于繁文缛节负面后果的研究已相当丰富,但其前因仍未被充分探讨。本文基于心理过程模型,考察街头官僚繁文缛节感知在微观、中观和宏观层面的前因。使用涵盖44个国家90,480名教师的数据,结果表明,各个层面的前因均与教师的繁文缛节感知相关。具体而言,具有成长型思维、在控制幅度较宽的学校工作,以及生活在低不确定性规避与个人主义文化中的教师,其繁文缛节感知较弱。在这些前因中,文化情境尤为重要。
