Strategic narratives and the processes of goal achievement in municipal strategic planning
Abstract
This study examines how strategic narratives shape strategic planning processes in ways that support the pursuit of municipal goals. Drawing on a longitudinal case study of a French municipality and combining analysis of council deliberations, documentary materials, and interviews, it shows that strategic narratives link planning to implementation. The findings reveal how temporality, positioning, and performative intent interact to generate municipal strategic capacity by sustaining coherence, structuring multi-actor alignment, and mobilizing engagement over time. The study contributes to public management research by integrating a narrative perspective with strategic planning scholarship and showing how strategic narratives become embedded in municipal practices.

摘要
本研究考察战略叙事如何塑造战略规划过程，从而支持市政目标的追求。基于对法国某市镇的纵向案例研究，并结合对议会审议、文献资料和访谈的分析，本研究表明战略叙事将规划与实施联系起来。研究发现揭示了时间性、定位和表演性意图如何相互作用，通过维持一致性、构建多主体协同并随时间推移调动参与，生成市政战略能力。本研究通过将叙事视角与战略规划学术研究相结合，并展示战略叙事如何嵌入市政实践，为公共管理研究做出贡献。
