Abstract

Preventive reforms typically emphasize individual responsibility or the mobilization of community assets, but an enduring implementation gap exists. The ongoing stalemate calls for a fundamental shift in the way public services are understood and delivered. Central to this shift is understanding the complex interplay between roles, responsbility and multi-layered contexts shaping service delivery and outcomes. Drawing on qualitative research on health and social care, we explore how roles, responsibilities and service delivery approaches are framed. Through our analysis, we propose three broad approaches to service delivery, contributing to the nascent literature on value co-creation in complex public service settings.

预防性改革通常强调个人责任或社区资产的动员,但持续存在实施差距。这一长期僵局要求从根本上转变对公共服务及其提供方式的理解。这一转变的核心在于理解角色、责任与塑造服务提供及结果的多层次情境之间的复杂互动。基于对健康与社会照护的质性研究,我们探讨角色、责任与服务提供方式是如何被建构的。通过分析,我们提出三种广义的服务提供路径,为复杂公共服务情境中新兴的价值共创文献作出贡献。
