Abstract

Diversity, equity, and inclusion (DEI) initiatives often struggle to achieve lasting impact. This study explores how organizational learning through policy tourism influences inclusive business development and workforce diversity across U.S. cities. Using an exploratory sequential mixed-methods research design, this study first employs qualitative content analysis to classify DEI learning into four types based on learning depth and focus. It then applies a ridge-augmented synthetic control method to examine their distinct effects on racial minority representation in city business leadership. This study advances understanding of organizational learning theoretically and analytically. It also provides practical insights for promoting inclusive economic growth.

摘要

多样性、公平与包容(DEI)倡议往往难以产生持久影响。本研究探讨通过政策旅游进行的组织学习如何影响美国城市的包容性商业发展和劳动力多样性。本研究采用探索性序贯混合方法研究设计,首先运用定性内容分析,根据学习深度和重点将DEI学习分为四种类型;随后应用岭增强合成控制方法,考察这些学习类型对城市商业领导层中种族少数群体代表性的不同效应。本研究在理论和分析上推进了对组织学习的理解,也为促进包容性经济增长提供了实践启示。
