Limits to New Public Governance in Türkiye: the case of the 6 February 2023 earthquakes
Abstract
This article examines the limits to New Public Governance in Türkiye by asking why the NPG-like disaster management architecture could not be effectively translated into service delivery following the 6 February 2023 earthquakes. Suggesting establishing a link between political dynamics and NPG, the article argues that the Turkish case is an example of ‘instrumental NPG’, where the NPG appears as a politically constructed façade lacking its substantive features. To explicate, trust is employed as a mediating variable to identify the politically conditioned practices of participation and collaboration during the emergency response phase of the 6 February earthquakes.

土耳其新公共治理的限度：2023年2月6日地震案例
摘要
本文通过追问为何类似新公共治理（NPG）的灾害管理架构在2023年2月6日地震后未能有效转化为服务供给，考察土耳其新公共治理的限度。文章提出应在政治动态与NPG之间建立联系，并认为土耳其案例是一种“工具性NPG”的例证，即NPG表现为一种政治建构的门面，缺乏其实质性特征。为加以阐明，文章将信任作为中介变量，以识别2月6日地震应急响应阶段中受政治条件影响的参与和协作实践。
