Do third parties matter for citizens’ public programme participation? Evidence from an administrative burden perspective

Abstract

Third parties such as non-profits are increasingly recognized as influential actors in government – citizen interactions. Drawing on the administrative burden perspective, this study examines whether and how non-profit involvement as third parties is associated with citizens’ welfare participation. Using a longitudinal dataset from a welfare programme in China and employing staggered difference-in-differences designs, the analyses reveal that non-profit involvement is associated with higher citizens’ welfare receipt. The study further identifies important contextual contingencies: stronger top-down accountability amplifies the positive association between non-profit involvement and welfare participation, whereas denser non-profit environments attenuate it.

摘要

第三方,如非营利组织,越来越被认为是政府与公民互动中具有影响力的行动者。本研究借鉴行政负担视角,考察作为第三方的非营利组织参与是否以及如何与公民的福利参与相关。使用来自中国一个福利项目的纵向数据集,并采用交错双重差分设计,分析显示非营利组织参与与更高的公民福利领取相关。研究进一步识别出重要的情境权变因素:更强的自上而下问责会放大非营利组织参与与福利参与之间的正向关联,而更密集的非营利组织环境则会削弱这一关联。
