Social impact bond- ing ? Evidence on interorganizational relationships in social impact bonds across the United Kingdom
Abstract
Social impact bonds (SIBs) bind organizations together through an outcomes-based contract (OBC) intended to facilitate cross-sector collaboration, but the quality of ensuing interorganizational relationships is unclear. We investigate the extent to which SIBs foster interorganizational relationships, and the differential experiences by partner type. Using a longitudinal survey of SIBs in the UK, we find that relationships and experiences diverge by partner type. Commissioners perceived SIBs to foster better interorganizational relationships than providers. Providers experienced significantly more drawbacks and fewer benefits than commissioners. These experiences can be influenced by prior OBC experience and the presence of a special purpose vehicle.
