Sustaining collective performance data use in collaborations: a case study of the Citizen Security Plan in Jamaica

Abstract

Collaborations use goals and data, but often such use is more ‘collective’ and different from bureaucracies. Collective performance data use is group behaviour shaped by members’ lateral and reciprocal interactions. Drawing on previous work on the role of sensemaking, deliberating, and debating mechanisms in fostering collective data use, this article argues that additional conceptual refinement is needed to develop transferrable theory. First, data use behaviour can be examined temporally, where the use of metrics and data becomes increasingly challenging, as groups move through planning, coordination, and implementation phases, making sustaining ‘use’ an appropriate measure of success. Second, a more detailed understanding of the facilitating factors is needed, hence, this article theorizes three lower-level mechanisms: ambiguity reduction, formality-informality complementarity, and identity creation. It illustrates these arguments based on a case study of the Citizen Security Plan in Jamaica (2019–2024); a whole-of-government initiative aiming to combine safety with community development efforts.
