New Public Governance, neo-corporatism, and health policy: status quo, constraints, and future directions

Abstract

This paper examines the prospects of New Public Governance (NPG) within Germany’s neo-corporatist health system, focusing on institutional fit, practical barriers, and reform trajectories. While NPG promotes participation, collaboration, and co-creation, its application is constrained by power imbalances and limited cross-sector permeability. Using Integrated Care and Health in All Policies as examples, the paper highlights both partial alignment with NPG principles and structural resistance. Four future scenarios illustrate possible governance pathways. This paper contributes to public management research by showing how NPG reforms interact with entrenched governance modes and emphasizing the role of meta-governance and civic engagement.

本文考察新公共治理(NPG)在德国新法团主义卫生体系中的前景,重点关注制度契合、实践障碍与改革轨迹。尽管NPG倡导参与、协作与共同创造,其应用受制于权力失衡与跨部门渗透性有限。本文以整合型照护与“将健康融入所有政策”为例,凸显其与NPG原则的部分契合及结构性阻力。四种未来情景展示了可能的治理路径。本文表明NPG改革如何与根深蒂固的治理模式互动,并强调元治理与公民参与的作用,从而为公共管理研究作出贡献。
