From vicious to virtuous paradox cycles in public organizations: the role of trust
Abstract
Public organizations increasingly navigate in a complex landscape of competing demands. Although paradox research has convincingly demonstrated how paradoxical tensions from competing demands can lead to both organizational stagnation and growth, we still know surprisingly little about the role of trust in constructive paradox management in public organizations. Based on 38 interviews and 60 hours of observation of a public hospital’s top-leadership team, this study develops a framework outlining how trust can nudge virtuous paradox cycles. The results demonstrate how strategic management initiatives can cultivate and activate organizational trust, thereby enabling shifts from vicious to virtuous paradox cycles.

摘要
公共组织日益在竞争性需求的复杂环境中运行。尽管悖论研究已令人信服地表明，源于竞争性需求的悖论式张力既可能导致组织停滞，也可能促进组织成长，但我们对信任在公共组织中建设性悖论管理中的作用仍知之甚少。本研究基于对一家公立医院高层管理团队的38次访谈和60小时观察，构建了一个框架，阐明信任如何推动良性悖论循环。研究结果表明，战略管理举措能够培育并激活组织信任，从而促成从恶性悖论循环向良性悖论循环的转变。
