How punishment avoidance motivation inhibits prohibitive voice behaviour: the role of blame risk and occupational reputation
Abstract
Prohibitive voice is essential for public sector change but often suppressed by perceived risks. Drawing on voice and conservation of resources theories, this three-wave longitudinal study examines how punishment avoidance motivation (PAM) inhibits voice through the mediating role of blame risk (BR). Results show PAM increases perceived BR, reducing prohibitive voice behavior. However, occupational reputation (OR) serves as a moderator: when OR is high, BR’s negative effect becomes insignificant. This study advances understanding of the psychological barriers to voice and provides insights for fostering critical feedback in public organizations.

抑制性建言对公共部门变革至关重要,但常因感知风险而受到压制。基于建言理论与资源保存理论,这项三波纵向研究考察惩罚回避动机(PAM)如何通过责备风险(BR)的中介作用抑制建言。结果表明,PAM 提高感知到的 BR,从而减少抑制性建言行为。然而,职业声誉(OR)起调节作用:当 OR 较高时,BR 的负面效应变得不显著。本研究推进了对建言心理障碍的理解,并为在公共组织中培育批判性反馈提供了启示。
