To Add Insult to Injury: Exploring the Impact of Policy Inequity on Administrative Burden

Abstract

ABSTRACT The relationship between inequity and administrative burden constitutes a pivotal concern in the realm of public administration and policy, but how policy inequity (i.e., inequity in policy implementation) influences administrative burden has garnered scant attention. The present study employs data about public assistance programs in China spanning from 2015 to 2017 to examine the consequences of policy inequity on administrative burden. The empirical findings underscore that policy inequity augments psychological and compliance costs while concurrently diminishing citizens' participation in welfare programs, thereby indicating that policy inequity intensifies administrative burden. Notably, individual‐level social capital and contextual‐level information transparency in terms of public exposure related to welfare approval and receipt significantly moderate this relationship. Contrary to our theoretical expectations, social capital and public exposure amplify, rather than dampen, the impact of policy inequity on administrative burden. This study highlights the policy inequity lens and offers important implications for burden reduction.

摘要:不公平与行政负担之间的关系是公共行政与政策领域的一个关键议题,但政策不公(即政策执行中的不公)如何影响行政负担却鲜受关注。本研究利用2015年至2017年中国公共援助项目的数据,考察政策不公对行政负担的影响。实证结果表明,政策不公提高了心理成本和合规成本,同时降低了公民参与福利项目的程度,从而表明政策不公加剧了行政负担。值得注意的是,个体层面的社会资本以及情境层面的信息透明度(以与福利审批和领取相关的公开曝光衡量)显著调节了这一关系。与我们的理论预期相反,社会资本与公开曝光会放大而非削弱政策不公对行政负担的影响。本研究凸显了政策不公视角,并为减轻负担提供了重要启示。
