Embeddedness Under Fire: How Chinese Private Firms Navigate Conflict Risks in Northern Myanmar

Abstract

As one of Myanmar’s largest sources of foreign investment, China has been exposed to the civil war that intensified after the 2021 coup. Drawing on a mixed embeddedness perspective and interview-based fieldwork, this article examines how Chinese private firms operate in Myanmar’s conflict-affected regions without formal state protection or legal guarantees. It argues that their resilience rests on embedding commercial activity within fragmented governance. Institutionally, firms align with non-state armed authorities, adapt across shifting jurisdictions, and benefit from protective norms tied to Chinese identity. Socially, they mobilize ethnic and kinship ties, intermediaries, and localized information networks. These mechanisms, though costly and imperfect, convert unstable environments into workable orders. The article contributes to Global China scholarship by foregrounding private enterprises as adaptive actors in conflict settings.

摘要

作为缅甸最大的外国投资来源之一,中国一直暴露在2021年政变后加剧的内战之中。本文借鉴混合嵌入性视角并基于访谈式田野调查,考察中国私营企业如何在缺乏正式国家保护和法律保障的情况下,在缅甸受冲突影响地区开展经营。文章认为,这些企业的韧性取决于将商业活动嵌入碎片化治理之中。在制度层面,企业与非国家武装当局保持一致,适应不断变化的管辖范围,并受益于与中国身份相关的保护性规范。在社会层面,它们动员族裔和亲属关系、中间人以及本地化信息网络。这些机制虽有代价且并不完善,却将不稳定环境转化为可运作的秩序。本文通过将私营企业置于冲突环境中作为适应性行为者,为全球中国研究作出贡献。
