China’s UN Diplomacy on the Russo-Ukrainian War

Abstract

This article examines how China conducts its diplomacy on Ukraine within the United Nations framework and assesses whether its stated principles align with its actual behavior. Using corpus linguistics, discourse analysis, and UN voting data from 2014 to 2025 across the United Nation Security Council (UNSC), General Assembly (UNGA), and selected UN technical bodies, it analyzes the relationship between China’s words and its deeds. A comparison with the Palestine/Gaza corpus shows that China applies more attribution and selective framing, challenging the notion of a uniform ‘principled neutrality’. The findings show that China’s abstention doctrine is conditional, and that its UN behavior reflects strategic differentiation across political and technical arenas of global governance.

本文考察中国如何在联合国框架内就乌克兰问题开展外交,并评估其宣示原则与实际行为是否一致。研究使用语料库语言学、话语分析以及2014年至2025年间联合国安理会(UNSC)、联合国大会(UNGA)和部分联合国专门机构的投票数据,分析中国言辞与行动之间的关系。与巴勒斯坦/加沙语料的比较显示,中国运用了更多归因和选择性框定,从而挑战了统一“原则性中立”的观念。研究发现,中国的弃权原则是有条件的,其在联合国的行为反映出在全球治理的政治与技术场域之间存在战略区分。
