“Top-Down Communitarianism”: The Purposes and Limitations of China’s Point System Governance
Abstract
Across China, citizens are increasingly governed through point systems that quantify everyday behaviour. Using a mixed-methods design combining analysis of 122 state media reports with village-level fieldwork near Beijing, we ask what forms of conduct these systems define as ‘good’ and how they are implemented in practice. Despite variation in policy terminology and institutional sponsors, point systems converge on a shared moral core emphasising pro-social behaviour, family responsibility, and community participation. We conceptualise this strategy as ‘top-down communitarianism’: higher-level party-state actors set moral priorities while township, village, and neighbourhood organisations operationalise scoring within party-led structures. Fieldwork reveals that although participation is framed as co-governance, decision-making authority remains concentrated within existing power structures, scoring privileges visible compliance, and incentives struggle to sustain engagement.

“自上而下的社群主义”:中国积分制治理的目的与局限

在中国各地,公民正日益通过量化日常行为的积分制受到治理。本文采用混合方法设计,结合对122篇官方媒体报道的分析以及在北京附近开展的村级田野调查,追问这些制度将何种行为界定为“善”,以及它们在实践中如何得以实施。尽管政策术语和制度发起方存在差异,积分制仍汇聚于一个共同道德核心,强调亲社会行为、家庭责任与社区参与。我们将这一策略概念化为“自上而下的社群主义”:更高层级的党政行为者设定道德优先事项,而乡镇、村庄和邻里组织则在党领导的结构内将评分付诸实施。田野调查显示,尽管参与被表述为共同治理,决策权仍集中于既有权力结构之中,评分偏向可见的服从,而激励措施难以维持参与。
