The Bureaucratic Paradox of Citizen Agency: Institutional Crowding‐Out in Government‐Catalyzed Co‐Production in Shanghai, China

Abstract

ABSTRACT Public service co‐production is often framed as a means of creating public value, yet its dynamics are complex when citizen‐led participation is catalyzed by strong public institutions. This mixed‐methods study examines government‐catalyzed, citizen‐centric co‐production in Shanghai, China, where the state provides institutional support, policy legitimacy, and infrastructure while citizens undertake much of the work of deliberation, coordination, and implementation. Drawing on 246 interviews and survey data from 1476 residents involved in community new infrastructure projects, we examine how citizen trust, public‐service‐oriented motivation, and perceived co‐production efficacy are associated with process and outcome value creation, and how perceived institutional settings condition these relationships. The findings show that citizen cognitive factors are positively associated with value creation, while stronger perceived institutional settings can negatively moderate these relationships. Recursive qualitative analysis suggests two mechanisms that help interpret this pattern: formal rigidity may crowd out citizen agency in the co‐production process, while informal social density may generate lock‐in effects that weaken the translation of trust into substantive outcomes. The study contributes to co‐production and institutional theory by specifying the boundary conditions under which institutional support becomes over‐institutionalization. Effective co‐production requires not less government, but strong enabling support at the initiation stage combined with greater local discretion, participatory rule revision, and flexible enforcement.

公民能动性的官僚悖论:中国上海政府催化型共同生产中的制度性挤出

公共服务共同生产常被视为创造公共价值的一种方式,但当公民主导的参与由强公共制度催化时,其动态机制会变得复杂。这项混合方法研究考察中国上海由政府催化、以公民为中心的共同生产,在那里国家提供制度支持、政策合法性与基础设施,而公民承担大量审议、协调与执行工作。基于246次访谈和1476名参与社区新基础设施项目居民的调查数据,我们考察公民信任、公共服务导向动机和感知到的共同生产效能如何与过程价值和结果价值创造相关联,以及感知到的制度环境如何调节这些关系。研究发现,公民认知因素与价值创造正相关,而更强的感知制度环境会负向调节这些关系。递归质性分析提示了有助于解释这一模式的两种机制:正式刚性可能在共同生产过程中挤出公民能动性,而非正式社会密度可能产生锁定效应,从而削弱信任向实质性结果的转化。该研究通过界定制度支持转变为过度制度化的边界条件,为共同生产和制度理论作出贡献。有效的共同生产需要的不是更少的政府,而是启动阶段的强赋能支持,辅以更大的地方自主权、参与式规则修订和灵活执法。
