Solving Agency Problems in Chinese Universities: Academics in the Shadow of the Party’s Declared Leadership
Abstract
Abstract How does the party-state exercise leadership over universities and manage the individuals embedded in the university system without restraining their capacity for excellence and innovation? I argue that the presidential responsibility system has resolved a fundamental agency problem in Chinese universities. The system is supported by a set of mechanisms designed to enforce loyalty to the leadership of the Chinese Communist Party. It can easily adapt to political changes and thus maintain authoritarian rule without compromising the overarching agenda of research excellence.

摘要
摘要 党国如何对大学行使领导权，并管理嵌入大学体系中的个体，同时不限制其追求卓越与创新的能力？我认为，校长负责制解决了中国大学中的一个根本性代理问题。该制度由一套旨在强制忠于中国共产党领导的机制所支撑。它能够轻易适应政治变化，从而在不损害科研卓越这一总体议程的前提下维持威权统治。
